The intent of these specifications is to define the requirements for Liquid Chlorine as a Source of Supply for the period of March 1, 2026, through February 28, 2027. All bids must be equal in performance and quality to the following specifications.
The City of Meridian will accept competitive sealed bids until 11:30 AM Thursday, February 6, 2026, at City Hall, Purchasing, 601 23rd Avenue, Meridian, Mississippi 39301. Electronic bids may be submitted in lieu of sealed bids at www.meridianmsbids.com.
Bids shall be submitted on the bid form provided, sealed in an envelope with the following plainly marked on the outside of the envelope:
1. Company Name and Address
2. Bid Name and Number
3. Opening Date
When submitting more than one bid, each bid shall be in a separate envelope. A single mailing envelope, containing each separate bid envelope, may be used.

No oral explanations by any member of the city staff will be binding. Receipt of addenda must be acknowledged in writing. Submitting vendors shall be responsible for ensuring that they have received any and all addenda.
Return the entire Bid package. DO NOT remove any part. All Bids must be signed by an authorized officer or agent of the company submitting the bid. All signatures shall be in blue ink. DO NOT fax the bid submittal.
References, for whom comparable work has been performed, shall be used to assist in evaluating each bid.
The City of Meridian reserves the right to reject any and or all bids, waive technicalities, informalities or irregularities in the bids received, solicit new bids, or choose that bid which is deemed to be in the best interest of the City of Meridian.
Bidders must note their compliance with the specifications in the space provided. Deviations or changes must be noted and explained, and MSDS literature must be submitted with bid.
The total Bid Price shall include any and all applicable fees.
The materials specified herein will be utilized on an "AS NEEDED BASIS" and should be available by the City of Meridian, without undue delay, for the twelve (12) month period of March 1, 2026 through February 28, 2027.With an option for the city to award two additional ONE YEAR CONTRACT.
Approximately 50 tons were used by the City of Meridian's Freshwater Treatment Plants and 25 tons were used by the Wastewater Plants this past year.

clearly marked to convey information with regards to hazards ____ ____
DOT, ICC or CTC specification number, serial number, identifying symbol
and date of hydrostatic test must be stamped on the cylinder ____ ____
Cylinder Valve and Fusible metal type safety relief devices; York valve torque
shall not exceed 35 foot pounds. Any tanks received that are beyond this limit
will be returned to the supplier at supplier's expense. ____ ____
Proof shall be provided that all containers have been purged, cleaned,
inspected inside and new valves installed ____ ____
Cylinders shall be provided without a deposit ____ ____
DELIVERY SHALL BE WITH A BOOM TRUCK per City of Meridian Risk

F.O.B. MERIDIAN, MS – to various job sites with the City of Meridian and
shall include all delivery, environmental and fuel surcharges. ____ ____

- delivery hours as 7 am - 2 pm unless specified by the city
- a 5-day delivery excluding holidays and weekends
- supplier to provide the City 8 hours per year training at a city selected location per RMP requirements
